If you are military, or married to a military member, or a child of a military member, you may be eligible for a USAA membership. They offer valuable personal property insurance that covers quite a bit, though it can cost $100/year for $20k coverage.

Rockets are registered because it uses a propellant charge and the explosives. Dummy rounds are not DDs, but the launcher/tube still is even though it's smooth bore. The "shotgun" in question, under the current NFA regulations, isn't a shotgun and seems to fall squarely under either DD or...

Even steel is too expensive to mint. Pennies will be too expensive to make, and they'll just get thrown out anyway....
