I think you gave some misinformation. You need a form 1 to make a firearm, sbs, sbr, or silencer. You cannot make a firearm yourself without a form 1, it doesnt matter if it js a class 3 or not. I'm not sure how the oval cuts at the blast chamber end would be made without a mill. Maybe he's concerned about indexing precisely 90 degrees?
