I do have a suggestion to get the CLEO's behind and even excited about any such proposed legislation. You could allow them to charge a modest "autograph fee" and/or background check fee as a way to raise money for their department. However, I would definitely want to have a state mandated...

A secret clearance is easier to get than a silencer. Probably not that far from the truth. I have had my background gone over by the feds every few weeks for the last 11 years and it hasn't helped me get my stamps back any quicker than the average guy even with a trust. My last stamp took 4 months....

I use a OD green soft case that I bought for the Thompson Center Contender pistol, it fits nicely, protects the Serbu and even has 2 pockets to hold shells and what-not.
