Yes, by law you form 1 your lower. Once the stamp arrives, you then purchase your barrel / upper. I run the standard buffer and buffer spring on my 11.5 AR15 SBR. I never heard of Milk of magnesia. Myself, I don't let them get real dirty and if needed I use anti sieze on the threads.
Some say shooting silencers dry keeps them cleaner.

Tornado Technolgies does fine work, but I won't deal with them ever again. They made me wait around 1 year for several projects. Avoid them. Choose another company who will return your work within a specified time frame.
