You could polish the outer surfaces of the baffles if it's difficult to push them back into the tube. If there is scoring in the tube you could polish that a bit to make insertion easier. whiterussian1974's suggestions seem spot on. I'll add that 4 cones in a suppressor for a 9mm gun of some sort is not likely to result in a decibel reduction you will find very useful.
