For a closed action, super sonic, there are no worries about blast chamber volume. If you're shooting subs, chamber volume, and design have a direct effect on frp. For gas operated firearms, blast chamber volume determines the amount of back gassing. That's it in a nutshell.

I managed to machine the little beast fine, but I wrecked two parting tools, and two saw blades parting that little demon steel! Managed cutting it with my plasma cutter finally! Told myself it'd be worth paying the tax for a new set of internals, vs. the carnage that 718 inconel brought to my world

I'd rather pull my own nose hair out one at a time than machine 3" inconel baffles. I made one out of 718 alloy.....once!

Just use a clipped cone design. I use that for hog eradication, and have killed hundreds, maybe a thousand. I use a lightweight design with only 3 baffles because I'm carrying it around a lot.

Since no restrictions, maybe use aluminum and replace parts as necessary?

I've never had these issues! I do use a steady now and then, but mine has bearings. I can imagine the frustration though! Will it not fit through the spindle bore?

I have come to the conclusion that having carbide inserts is "necessary" for machining titanium is a myth.

I have had fantastic results with good sharp HSS homeade tooling on 6AL4V and grade 9 tube.

Capt. beat me to it. Don't do it unless you wan to make things, lots of things! A couple of suppressors, just buy them. If you really want a machine shop, get a mill and a lathe....as much as you can afford. Otherwise, not worth it.

The orientation matters with respect to each baffle (all clips on same side), but it doesn't matter in relation to the firearm.

It's not a silencer part. Could you make a silencer out of it legally with a form 1? Sure. As far as the dimensions of the item, I'm not sure the end cap would have enough meat there for muzzle threads. I'd pass unless I could handle the item first to better determine if suitable.
