Endcaps go on the end of the tube away from the firearm. I believe that you are referring to the mount. If a mount attaches to the tube itself and keeps the baffle stack in place, then each would be considered a silencer part and not legal or at best a gray area. Although I don't know of anyone ever...

The captain is correct about this. Form 1 is a 1 shot deal. No extra parts around when finished.

I used to use Firefox with AdBlock+ and Ghostery. I moved to Brave because it had those features built into it and could use Chrome Plug-ins if needed.

The thing that sucks is how it is interpreted. It states that it is the use that is restricted not necessarily possession. I cycle through a lot of federal land and I always carry when I do as you can run into some strange folks out and about.
