Your home state has no bearing on any of this. Your current residence does. The state you live in may require special considerations that may or may not require a copy of orders assigning you there. The 5.56 Saker wasn't designed for .22 LR use. The internals aren't favorable for that round, but a much higher pressure/velocity round like the 5.56. Look at some of the internals from successful 22LR suppressors vs. 5.56 or .30 cal cans. Not just size either, but the baffles, spacing volume et al....

If you're intent on dimpling on a drill press, buy a $20, 1/4" ball mill, keep the pattern tight (edges overlapping),
don't go that deep and take your time.

Never thought of this, I only have RDS' on my rifles, and none of them have ever gotten dirty from shooting suppressed, wet or dry. Not saying it won't happen, but it hasn't for me yet. The larger bore of a 45 can would indeed reduce the already very unlikely chance of a baffle strike. I keep a copy of my stamps in an expanding envelope in my range box. Lately I've taken pictures of them on my smart phone and have them on the phone and in the cloud (internet email). If I am shooting, I should always have one or both on me.

Your choice of ammo, or powder if you reload your own can have a huge impact on how dirty it is getting.
COMBLOC ammo is notoriously dirty stuff.

Shooting suppressed is inherently dirtier, but not that dirty. As above, I can shoot hundreds and hundreds of rounds without having a grit induced ftf/fte issues, and yes, it do get dirty. As others have stated, use Kroil as well when it happens again (we all know it'll happen again).

Looking at the website pictures, it doesn't appear it would take hardly any work at all to turn that into a silencer. A crappy one sure, but still a silencer. File off those little nubs, MIG/file in the voids in between the 'baffles' and add an outer tube, voila', silencer. Be even easier on a lathe...
