The 21A is a higher quality gun... it's steel, and just better built. The downfall of the 21A is it's sights, they are all but nonexistent. Another piggyback here... if moving to another state (that allows NFA, obviously), do you have to notify the local LEO in the area you are moving to, or just the NFA branch? The way I see it, recoil tolerance doesn't have much to do with it, although it may be the motivation for some. Reduced recoil rounds are designed as a close-range / home-defense type round.
