Cutting Ti with carbide tooling works well, using high speed steel cutting tools or band saw cutting it sucks rod. The heat likes to stay in the Ti, it's abrasive and generates heat. Most common tube used is 3Al-2.5V (Grade 9) tubing.
Baffles made from 6AL-4V (grade 5) round bar are pretty tough.

You can flame harden smaller parts fine with an oxygen / acetylene torch. Use a neutral flame to evenly heat the part then quench.
