Is there such a thing as subsonic frangible ammo for the 9mm, 40S&W or 45ACP calibers? If yes, what are some sources?

Here is the question. If for some reason they turn down the transfer, do you get the $200 back? Or is it long gone (since they seem to draw it out of my bank 6 days after I mail the forms and check)
