It takes less than 10 minutes to process the forms. As I have pointed out, the problem is the forms to examiner ratio. Better processes will have almost no effect. I tend to agree (though I didn't always).
Do your time, then get released on parole, then get off of probation, then show for a number of years that you're a productive and helpful member of society, then get your rights back (voting, firearms, etc).
