According to my in-state silencer manufacturer, my form 4 hasn't yet arrived.

Next steps?
I'm considering calling the BATF and see if they will send out an official copy.

Right. They cannot change the law without an act of congress. But they can and do change the dictionary when it suits them.

e.g.: Shoestring to Machinegun
e.g.: Silencer parts to Silencer

Unfortunately for us, ATF's definitions never change in the least restrictive direction.
