A friend forwarded this to me....the guys in my backyard, but I've never dealt with him.
I fugure the tools are ok and are up to the end user to be compliant.
But, replacement threaded end caps, how are those not considered suppressor parts?

Super ghetto. Those seem to be silencer parts to me

Items are not Statutorily considered Suppressor parts unless designed, used, or constructed as such. Maglite doesn't make NFA parts. But those parts can be "modified" into NFA items.
A tube of barstock doesn't begin as a Suppressor, but machining it can convert it into one.
The moment this guy has shown INTENT to use parts in suppressor (by posting video, duh) then he has committed a Federal Crime. Unless he is a FFL7 or has a Form 1, just making the video is a crime. Probably several, with conspiracy being at the Top.
My guess is that he is either a Federal Agent or acting under their control; ie: informer or aggitator.
Sadly, Federal Law allows for entrapment. Most Federal Conspiracies are actually instigated by Fed Agencies. Mafia crimes, Terror Acts, Contract Killings, etc are often originated as Dragnet to pull in anyone who would agree to commit such deplorable acts. Even if they don't "intentionally" commit a crime, the culpable mental state may only be required to be "Knowing, Reckless, or Negligent."
