Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

i got a beat up 92fs in trade and for fun i threaded the barrel only to find out the guide rod hits the osprey preventing it for working. so i googled it only to find out i need an xl piston. so i thought to my self F@#$ that. i put the guide rod in the lathe and cut it so it was about 1/16" away from the back of the can. shot about 200 rounds today and it worked fine no odd marks on the guide rod or back of the can. so before you get an xl piston just buy a replacement metal guide rod and cut it down.

canenvy, I just saw this post in a search. Can you recall how much of the piston you removed? Thanks!

Its not the Piston but guided he shortened. Just enough so that he had 1/16th clearance.
