Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Here's my latest Form 1 suppressor that follows my 30 cal Form 1 shown in here: viewtopic.php?f=10&t=137165&p=939377#p939377

Components:
- Titanium Joe's tubing @ 7.875"
- ZMachineworX 1.482 x .550 Ti cones - (8)
- Venom Machine 1.482 x .125 17-4 cone
- Custom Ti 1.0 & .625 spacers
- Custom Ti MAAD adapter with 1.25 blast chamber
- DM Ti Stepped Coned end cap
- SiCo 51T QD mount (to AAC 51T Brakeout muzzle device)

Finished in KG Gun-Kote gloss gunblueing-blue heat-cure coating

I shot the target below to compare the point of impact shooting the 556 cal suppressor to my 30 cal suppressor. I fired 3 shots with my 556 can first, replaced with the 30 cal can, then fired 5 shots with the same scope settings. The first shot from a clean cold barrel was predictably a flier. Next, I mounted the 556 can again, adjusted the scope 1 moa down and 1 moa right, and fired 5 shots into one ragged hole!
