Can someone here familiar with fusion 360 help me import this file into fusion 360 where i can edit it?

initializing document manifest xml stream failed document could not load
this is the error i get when i do new design from file.

I was able to use the file.
Your process is flawed. Don't try to open new design.
Go to the Data Center (top left button) and Upload the file. It will break it into the separate components and you'll need to save them individually (RMB-Open-Save As). Then, you can build the new design with those saved parts.
