Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Cool radiograph. To be complete, you need another view at 90 degrees from that one (would require supporting the gun with pads). Edit: sorry, didn't see the second view, ignore me!
I've X-rayed a fair amount of "stuff" in my time and these things are always of interest to me!

Revisiting my DOA, Frankford Arsenal Report R-1896, August 1968,
starting on p. 58 was a report of their testing a .32 & 9mm Silenced-Welrod Pistols.
P. 65, Db results Primary initiation -112 db
Blow-by Exit -118 db
Bleed Hole Blow-by -122 db
for 9mm the numbers are 111; 119, 124 db.
Thought you might find these data interesting.
