Doing a form 1 takes just as long. It sounds like you don't have an approved form 1. If that's the case, I recommend deleting your post.buying a commercial can takes too long of a wait.

Based on my understanding of the regulations in the handbook, someone else may know a loophole to help you other than shovel and shut up.
As fishman said, a for real and for true form 1 approval takes, for all practical purposes, just as long as a form 4 approval and costs the same $200.
If it doesn't work as assembled with the parts provided then technically your legal choices as a form 1 builder are attempt to get the manufacturer of the parts to fix it by sending it back to them (assuming they are licensed to manufacture and repair suppressors and not just some supplier of solvent trap parts) or find a properly licensed and skilled smith and pay him to re-core it or eat the $200+ you've already spent and buy something that works.
Without a license to manufacture an entity cannot legally replace or add components of a finished suppressor other than end caps. Because of a bunch of nonsensical nanny rules this includes wipes and packing in most cases.
Also, a form 1 is not a license to buy finished parts to the best of my knowledge.
