that's highly illegal. I'm not telling you what to do. It's just a very bad idea to broadcast federal felonies online.I can do aluminum, stainless, or even titanium for the baffles, but would probably go with aluminum to get the concept 100% before spending a week machining anything too hard on tooling...
I like k baffles but they're more work. They can be made to nest inside each other so a clamshell isn't required.

I was referring to making baffles out of one material for testing, then destroying them and making new ones. That's illegal even with a form 1

Yeah, form 1's are pretty much a 1 shot deal.
A form 1 holder can't even repair their own can in case of damage. Only a licensed manufacturer can make replacement parts.

They are once complete, but if you screw up on a part during the initial build, you just destroy that one and try again. They're not extra parts if they cease to exist before the can is completed. It's not like you're only allowed a certain amount of material to be turned into baffles or required to have zero mistakes during fabrication. I'm very experienced and use very good equipment and still sometimes end up with unusable baffles.
Also, there's no reason OP can't engage in his proposed machining practice to the extent that he's making "solvent trap parts" with no through holes. He just can't be testing baffle designs and then remaking them differently or from different materials.
