NFA Form 1

Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

From what I've read a reduced staff of agents are working (maybe without pay) to process Form 5's and Form 3's but Form 4's and Form 1's are not being processed.

If this is accurate then expect delays.

ETA: That being said, the longer you wait to submit the form the longer it takes to process.
