Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Can you buy the can without baffle stack without tax stamp?
Reason being I would like to form one my own baffle design inside of a SureFire outer shell.
I'm a reasonable guy most of the time but i must insist factory rifles now come with 1/8 m.o.a guarantee to support my fly wing shooting pastime.

There are sites that sell components called "solvent traps". You can buy these, to form 1, and design your own stack.

Surefire isn't selling you a tube. Not only would it be illegal, but it's part of a proprietary system.

It is strongly advised that you wait till you have an approved form 1 before buying components. But if your impatient just know you can't drill anything till you get your approved F1 or your playing with fire!

Why not just buy a thick steel tube and wrap it with lead sheet if you want the feel of a SF can? Lol. Seriuosly, though, SF stuff is among the loudest, heaviest and most overpriced in the game. And they contribute to Democrats. Frankly, I don't understand how they're still in business. If you're going to copy a major manufacturer's tube design, consider TBAC stuff.
