Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Where can a guy get a piece of inconel 718 for making a baffle or two? Thinking about my first f1 can.

Annealed Inconel 718 has lower tensile strength and hardness than annealed 17-4. And it's a whole lot more expensive. Inconel is also a bastard to work with, and unless you can heat treat yourself or don't mind paying $100+ to have it done, you're better off buying and using pre-treated 17-4. Another alternative to Inconel that has very similar mechanical properties at high temperatures to treated 718 Inconel without breaking the bank and trashing your tooling is 422 stainless. But you would have a similar conundrum with heat treatment.

Where does one buy heat treated 17-4? I've thought about building an oven for a while now.

H1150 is available all over, and you can get all the other tempers from a few people. I don't recall whom because i heat treat my materials in-house, but it's been discussed here. Hopefully those guys will chime in.

AS for building a heat treat oven, you could, but you need to evaluate your accuracy needs first, because if you have requirements like mine, you'd spend about as much building as buying. I chose an Evenheat LB22.5 with TAP controller and solid state coil control. It was $1,800, but it's accurate to within 5°F up to 2,200 and can be programmed to ramp up and down, step temperatures, etc. Basically, it's set'n'forget other than quenching.

All that said, if you have a regular home oven with a cleaning cycle, you can probably heat treat your 17-4. Check the specs on your unit, but most of them self-clean at 880°F, which is close enough for H900.

I wouldn't waste time building an oven. Go on ebay and look for a dental lab burn-out oven.
They have timers and ramp-up programs. Mine does a fantastic job on 17-4. Stuff goes to R45 at 900
degrees for an hour. You can hear how much harder they are by pinging them together.
I found mine for about $300.00. That's the easy part.
Another trick, when you make the SS bag for the parts, put a couple small pieces of paper in there.
I use the fortunes out of fortune cookies (no joke).
That burns all the oxygen out of the bag when it gets 450 degrees.
The Inconel takes 24 hrs at temp, then you quench it.
I wouldn't dare leave that oven on for 24 hrs straight.
