Sourcing 60 degree cones

Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

I was planning to use Totality Industries but it appears their website is down. I found two other websites but they have no stock left (1.3XX)

Where are you guys sourcing your cones and tubes?

Just out of curiosity, what makes them not a good option? Is it the design or material or both?

They're soft aluminum, they're really thick, and the angle is too obtuse.

I have a can with those cups and they're a step above flat washers or freeze plugs but if I could do that can over again, I would find 60° cones and symmetrically port them. It was a "D" cell 9mm can for my ar9. Basically took the internal volume to a "B" cell.
