Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

I'm planning on completing some old F1s that I've had lieing about. So I'm needing to source an Engraver.

Who are the cheapest, and what methods do they use? Milling, laser, stamping, etc?

Should I just use someone local if they can easily do it with simple equipment, ie: non-laser?

Most places that do awards and trophy's plus many jewelers and pawn shops have the equipment.If the tube is carbon steel electrolysis is fairly simple for even the kitchen table hobbyist.
If the laser removes metal then you can use that meathead too.

Plenty of reputable engravers, for this type of thing, are around. But, w/o knowing your locale, I can't say shipping will make them the cheapest.

As the good Cpt pointed out, go to some trophy shops. No need to divulge it's for a firearm, even if they ask.

I do the electro-etch, at home, and it works great. Takes some practice to get it right, but the results are as good as a machine.

I've asked Jewelers years ago and they said that they can only punch into 10kt gold, bronze, or softer metals.

Can trophy shops really engrave into 304 SS or 6061-T6 Al?

That electro-etch seems interesting. I'll have to check it out.
