Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Tube Engraving

Looking at sending the tube for my Form 1 away to be laser engraved. What is the latest point in the build process that I can mail this away to a third party without going afowl of the BATF? As a minimum I would like to have the tube cut to length and internally threaded.
