Form 1 build material sourcing?

Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

they don't have an exact size listed for the diameter just D-cell, isn't there a agreed upon size for D-Cell components? Live and learn I guess..
Yes, 1.354"-1.356" is standard for the 1.360" ID

You can get .004" shim stock pretty inexpensively to deal with the disparity. That's think enough that you should be able to slide it in and out carefully without wrinkling.

Damn, kind of a shame considering the nice machining that the OD is so far out of "spec". I probably won't be recommending them. Out of simplicity and sheer impatience, I'm gonna use these freeze plug looking things. Maybe their lack of ideal geometry can be compensated for by the tube size and a clever clipping.

Okay finally some updates!

Solvent traps Direct did accept my return for the out of spec cups I got, which was nice.

I gave up on waiting for my Diversified Machine tube, it did come mid April after a little over 2 months from when I ordered it I believe. Ended up ordering a tube and end caps from SDtactical arms, which all came in within a few days to a week.

The original cups I received from wedge machine works were way too tight in the SDTA tube, the 1.357". The accepted an exchange no problem and their 1.350" cups fit good and snug in the SDTA "D" tube, ID of 1.360".

You guys need to take tolerances into consideration. The Solvent trap "field" is no different than Aerospace. Materials have standards. Tubing in the 1.5" range can have a wall variance of 10% the thickness. A .065 wall could equal an ID ~.013in smaller. Couple this w/ an OD in the lower tolerance range and your ID could be even smaller. The cones, too, will have a tolerance. Probably in the +/- .003in range.

Unless a supply guarantees dimensions or fitment, YOU need to factor these when sourcing and assembling parts.

Well that's a given, The ID of the tube was guaranteed .003" within spec, so obviously the cones were jacked and the vendor agreed.
