Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

I did a lot of googling and just found a lot of conflicting information, so this is what I came up with. On a 10" .22lr, I'm getting a peak of 116 db at the muzzle with Federal American Eagle, which is advertised at 1250 fps.

I have some Aguila SSS on the way, so we'll see if those can get me Hollywood quiet.

If the bore looks way oversized for 22, it is! It's actually going to be a 9mm can, but my booster hasn't arrived yet. That said, it seems to be as quiet as any other can on the 22, so I don't think that's really hurting anything, which isn't surprising since it's a pretty big can for a 22. I'm thinking about ordering another endcap to drill to 22 caliber, and maybe even rigging up some kind of wipe system in the endcaps. I would just have to thread the inside and come up with some kind of lock ring.

116dB, on a 10" barrel, using HV ammo, from a 9mm design? I'm guessing your equipment doesn't meet Mil Std.
There's no way HV ammo, coming out a barrel that long, and from a 9mm suppressor, will, not only remain subsonic, but yield metered results rivaling almost all commercial Mfr's using subsonic ammo.

As for the other bits of info:
If you're located in the USA and not an SOT, making additional parts will violate federal law. Continue at your own risk.
Why not just cut the last baffle so it slips inside the end cap and compresses a wipe in place? When no wipe is there, the baffle will shoulder on the end cap. Just make the part that slips into the end cap long enough to put pressure n whatever thickness wipe you're going to use. This is what I do, for almost all designs w/ an integrated wipe.

Regarding .22LR and standard ammunition I have found that bullets typically reach supersonic velocity at about 4.5 to 6" of barrel length. Sooner at higher elevations. I am not to the point of building my form 1 yet but I did get 4.5" barrels for my Ruger Charger Pistols from Whistling Pig Gun Barrel co in Oregon. I got one in a 1:9" twist for about $135 and a standard 16" twist for about $120. I have tested Winchester and Federal as well as minimags in the 9" twist and they are subsonic. I would be less confident of all shots being subsonic with a 5" barrel. Shooting supersonic will never allow you movie quiet results.

The foregrip on a Charger Pistol covers about 7" of barrel length so installing a 4.5" barrel is really dangerous if you do not install a long linear compensator immediately to keep you from accidentally or inadvertently holding the pistol by the foregrip and shooting yourself in the hand. I used a 1" hole saw to carefully widen the foregrip back to just past the front of the barrel so I could immediately install the muzzle compensator and I am hoping it will accommodate a can when I do build one. I used sandpaper with the end-post of a crutch as a sanding block to gently increase the foregrip area the barrel beds in.

Its a good thing you have the baffled over-bored for a .22; That Aguilla 60 gr ammo wobbles terribly! ( Or does it wobble well?)

Don't even bother. That isn't going to produce anything remotely close to an accurate result. There's a reason the proper equipment is scarcely made and costs thousands of dollars.

If you're happy w/ the build, that's what matters :D

Yeah, do I regret going that route. What a waste of money, on the barrel and ammo. Just CCI Std, alone, was far more accurate. Whatever you'd be using a 22lr to hunt, shouldn't require that heavy bullet, anyway.

Can you point me to a study showing Aguila SSS keyholing or even being less accurate than bulk ammo? The tests I have watched all show reasonable accuracy and round holes even out past 100 yards. Mostly with 1:16" twist. I do understand they recommend something like a 22" barrel to give it plenty of time to stabilize. But, many of the tests I have watched were with shorter barrels.

I'd say I'm happy so far. We'll see how it does with 9mm. With 22, the spent case hitting the wall seems about as loud as the shot itself, so it can't be too loud.

Won't be doing any hunting with 22. I just wanted to see how quiet subs were.

I don't know about studies done in the Aguila SSS 60gr, but I've tried it from a pistol and three rifles with different lengths of barrel, two different twist rates, and found that even as close as 5 metres it keyholes. From what I have read it seems likely that a very fast twist rate might fix the problem. But as it is, I'm glad I only wasted a few bucks buying 1 box of 50 rounds, besides a couple of dozen a friend gave me to try years ago. No difference between these years-apart batches, they just sucked.

If you want a precise round with a bit more weight and well down into subsonic territory, CCI's newer 45gr 'Quiet Semi-Auto' round is very satisfying. Noise-wise it's about midway between the older CCI Quiet 710fps and CCI SV. I don't see any difference with it for accuracy as compared to any other CCI round I've tried, they're all great. Availability of the newer 45gr is improving in various shops too.
