Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.
This was my solution to adapting a Beretta 87T for use with a suppressor:
On mine, I had to remove the aluminum barrel shroud and I had the barrel threaded in 3/8-32 tpi. Then I had the shroud hogged out around the barrel. Next, I made a thread protector that is slotted to make it flush with the barrel shroud. Then, I made a thread adapter. It goes from the 3/8-32 to 1/2-28 ... you remove the flush protector and install the adapter. Then you install the suppressor.
And here it is with the TAC65 mounted
I'm really happy with it.
The only thing that would have made it better is if I had the protector and the adapter blued (they would have matched better) ... but I parked them instead.

I like it! Really nicely executed! I think it would still look good if you left the adapter mounted, and simply added a knurled thread protector, but either way, it looks slick.
