Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

im wondering if anyone has already tried putting a thread on a S&W M22A barrel considering there is a sight rib/rail on top...please help. thanks

Yes I did! I drilled out the original Barrel and put a new longer one in the hole! The new one i threadet 1/2" x 20 UNF.

So you simply re-lined the barrel, but with the liner sticking out farther and threaded?
How'd you affix the liner into place? Silver solder, press fit, what?
All in all, pretty clever solution!
