Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Nice picture. Is the small sectioned one in the middle a cut up old Maxim?

Without seeing the exterior you would never know, that design has been used by many manufacturers.

No that is not a clipped cone, that would a slotted frusto cone.

The below picture in the upper left corner the step down area of that M baffle would be what a clipped cone looks like.
