Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

That truly is a beautiful work of art.

I've been thinking up ideas for a longer barrel/suppressor combo with minimum length all on a form 1.
The main problem I've been having is figuring out the gas tube deal. After 7 years of automotive mechanics, I don't think I would have thought of the brake line connection. Hell even working with plastic injection molds now and having dealt with some water lines set up like that, I still probably wouldn't have thought of that.
