Yes, it can be legal to make a silencer. For everything Form-1, from silencer designs that are easily made, to filing forms with the BATF, to 3D modeling. Remember, you must have an approved BATF Form-1 to make a silencer. All NFA laws apply.

Time for the lathe to earn its rent. My 3rd form 1 just came back.
I signed and mailed on Feb. 6th and it was approved Aug 2nd just shy of 7 months.
Let it begin!

I'm wanting to start a from 1 and have not found any info on when an individual build can begin. Is it absolutely and not a minute before the tax stamp is in your hand? Is there any way around doing some advanced prototyping or fabbing maybe a threaded barrel adapter?

You may not begin any fabrication of the suppressor or any parts that go on or in the suppressor until your approved form 1 is stamped and back in your hands.
Then and only then let the chips fly!
