I'm looking into getting a ruger lcr in .22lr a lot of the other pistols iv tried which were in semi auto were to hard for me to cock back I'm in a wheelchair and at the moment my instructor said to me I need to build up my hand strength. My question is even thouh it's a 22 if I had to shoot someone in self defense would I be able to kill an intruder or mugger.

You can kill someone with a 22 for sure.
If you're thinking about 22 for self defense I recommend looking at the KT PMR30 and working with a friend or LGS to make sure it's reliable.

The LCR comes in .22 WMR and .38 special as well. If you like the LCR, you might see how you handle one of those.

You can get it as a 6 shot 22 magnum or an 8 shot 22 lr.
There is also a S&W in 22 magnum or 22 lr.
The Ruger is supposed to have a lighter trigger. The S&W is said to have a very stiff trigger.
I have a better idea though......
Get a Beretta Cheetah 380 model 84 or model 85 (depending on if you want a double stack or single stack). They have a tip-up barrel so you never need to rack the slide. For ammunition, Golden Saber is the best expanding, and if not for that, XTP is the second best, and FMJ may be the best choice to ensure enough penetration.
