The original political thinking in Austin (perhaps other State Houses as well) was that if Citizens were openly armed, it would create a panic among the sheep. There were some Agencies in the '90s that required there ofrs to conceal whenever not in uniform. Too many cases of "Man w Gun" calls to 911. Now the thinking is to have ID around neck, on belt, or otherwise prominently displayed whenever pistol is visible.

2nd thought was that agitators would harass armed citizens to create media spectacle. In the days b/f cameras everywhere, all it took was a complaint that someone was "waiving a gun around" (IE: a 1" section of grip was exposed when someone bent over to pick something up or tie their shoe) and several units were taken out-of-service to respond. Then the whole 6-12 month process to determine if any validity to claim. So people had to adjust to idea that their pastor might be carrying or teacher when off school grounds, or any other profession who took safety seriously.

Even still there are groups that wish to disarm the populace, even if only when in public. Baltimore is a great example of what activism gets us. 200% jump in murder rate.
