Be careful not to use the term 'conspiracy' as a derogatory way of disproving that someone plotted to do harm.
To think about doing something - such as blowing up a building - one would be conspiring to do so. There in fact WAS a conspiracy, the investigation is to now figure out why the FBI didn't take the matter to task as to uncover whomever else may have been involved.

But with OKbombing, it's over...........they won't arrest anyone else.

Remember the explosives they found in Nichols' basement AFTER Mcveigh was already killed.

Anyone can "conspire" to commit a crime, but most of the time an arrest cant be made for that alone, but in some cases it can. Some people view a conspiracy as something much more organized in nature, and done by a powerful group, for example how some people view the kennedy assassination was organized by the government. Looking at a conspiracy in this organized way I don't view the oklahoma city bombing as one. It was just a couple of dumb-fucks acting out the turner diaries.
