Machine gun transfer in WI
Looks like there are some odd specifics to transferring an MG in wisconsin along the lines of a letter from the CLEO. Also I've seen something about referencing a Wisconsin statute in box 15 of the form 4. Anybody local to WI care to clarify?
Re: Machine gun transfer in WI
Wisconsin statues pertaining to machineguns: 941.25, 941.26 & 941.27. 941.25 deal with manufacturing. 941.26 in sentencing for criminal use. So I would guess that who ever you talked to was referring to 941.27.

ETA: I'll email my silencer dealer, I think he may have transferred a MG or two.

It's 941.26-3 that states the prohibition on machine guns does not apply to people "duly authorized by chief of police...." Prior to JB Van Hollen's term as AG, that was interpreted to mean that the CLEO signoff on the Form 4 was sufficient to show authorization. Van Hollen's opinion was that no, it was not, and therefore the ATF began rejecting Form 4 transfers that didn't have an additional "letter of authorization" from the applicable CLEO.
So basically, you have to convince your CLEO to write you a letter of authorization.
