Dealer lost their license while form4 is in transfer

Question for the pros ... I have an SBR waiting form 4 transfer at a dealer , he happens to be a friend of mine that does nfa on the side.
A few months ago he lost his job, and due to this he didn't pay to renew his license. last week he got a letter from the ATF saying it was terminated. So the ATF has all the necessary paperwork that until last week was all good ... except now he just lost his class 3.

the transfer still shows pending , it wasn't rejected .. so they may still approve it and send him back the form 4 ?

can he just at that time let me take possession of my item and form 4 ? or is there a different process that needs to happen ?

From what I understand everything goes into some kind of escrow and has to be handled by attorneys or some state official.

Theoretically there is a possibility of your item transferring to your possession.
