Of course it is, it's gun registration disguised as community service.

Everyone who wants to use the police range will no doubt be required to submit a valid photo I.D., complete a waiver and the gun will have to be "approved" for the "safety of the range".

The waiver along with the specifications of the "approved firearm" will no doubt be kept in the most secure lockable 12 ga. filing cabinet available.
