Dunno. Could have been someone who did not need killing.

USNS Rappahannock Fires on Agressive Boat: 3 Wounded, 1 Dead
http://www.breitbart.com/Big-Peace/2012 ... shing-Boat
Over the weekend, a fishing boat made a "deliberate approach" toward the USNS Rappahannock off the coast of Dubai's Jebel Ali port. After the fishing vessel was warned to turn aside numerous times, all to no avail, the security team aboard the Rappahannock cut loose with a .50 cal machine gun and ended the threat.
Either way, a clear message has been sent to those who would sail directly toward a U.S. Navy ship and refuse to halt or turn aside: things will not end well for those who fail to change course.

U.S. 5TH FLEET AREA OF OPERATIONS (July 16, 2012) An embarked security team aboard the Military Sealift Command fleet replenishment oiler USNS Rappahannock (T-AO 204) fired upon a small motor vessel after it disregarded warnings and rapidly approached the U.S. ship near Jebel Ali, United Arab Emirates. In accordance with Navy force protection procedures, the sailors aboard Rappahannock used a series of non-lethal, preplanned responses to warn the vessel before resorting to lethal force. The U.S. crew repeatedly attempted to warn the vessel's operators to turn away from their deliberate approach. When those efforts failed to deter the approaching vessel, the security team on Rappahannock fired rounds from a 50-caliber machine gun. The incident is under investigation.
