You cannot defend against ultra rare events like mass shootings.

The public just does not understand what it means that there are 300 million people, and that if a dozen are killed per year in a mass shooting, that is 0.000004 of 1%. It rounds to zero. Nothing needs to be done about something that rare - not banning guns, and not carrying one for protection against it.
