That looks like it was a phase to phase contact or phase to ground, judging by the size of the MCC room I would say 4160 voltage. The cranking action you were seeing could have bee one of two things, ether a "meger" which is a piece of equipment used for testing equipment , or a old style re-closure that you had to crank before engaging . More than likely it's a old style re-closure . LOL he is standing to still to be using a fish tape.

Yeah, too big for fishtape. But WAY too big for a Meghometer.Looks like hes crank starting a cold 1913 Studebaker !! But agree it is FULL Bussbar pop.. Probably is Reset after they had been working on it. Notice there isnt a spring reclosure on the fron of the panels like most newer ones. Although it is a neat looking mcc room if it is older. The setup looks like Keystone Foods eufaula Al. Though I would say that most look the same after seen several hundred..

You know, I thought about it some more last night. I bet he was removing the "sled" that houses the starter, overloads, breaker, etc... but I bet it was still energized, thus the arc. The big heavy sleds have a crank to remove them from the buss , when he started removing it the equipment still had a load on it so when it started to separate from the buss it "jumped". :wink:
