I think that is part of the Israeli statutes.
I have been told it is a against the law to carry pistols with the chamber loaded. The draw is taught to include racking the slide.
Having the mag out may be how they demonstrate nothing is chambered in the rifle. What looks like a cross coupled mag may actually be a magwell plug.
Too bad the resolution isn't good enough to see if there is a sear pin.

My ex wife was a recent deserter from the Israeli Army when I met her. She wouldnt keep a round in the chamber in her carry gun. Said it was unsafe.
