General silencer discussion. If you want to talk about a specific silenced rifle or pistol, it is best to do that in the rifle or pistol section for that brand.
All NFA laws apply.

Is the end cap on that suppressor a wipe? The hole is waaaaay to small for a 9mm bullet to pass through...maybe it's made of a compliant material?

Aah, a couple images down:
"This is not a Class III weapon and will not require a Form 4 for transfer. The enclosed 'can' is furnished as a "prop" to illustrate an NFA identified silencer. This ersatz silencer has a .22 Cal discharge hole and is unsafe to fire a 7.65mm bullet the gun is designed for. Do Not Attempt to fire this weapon with the silencer attached. This Parabellum can be shipped with a C&R license."

Ummm.....if that thing is hollow inside, you bet your posterior it's a silencer in the ATF's view. Doesn't matter that the cap bore is .22 cal.
If it's solid or has a solid tube through it, that's different. It would just be a barrel extension. But if it has a internal chamber that gasses can flow into, it's a silencer.
The only way that
might fly (and I would need an official determination letter to believe it) is if the thing were permanently attached to the pistol.

Neat find! Threaded 30 cal Luger. I noticed it doesn't have a front sight.
