Just send the form with Obama 2012 sticker on envelope and include a letter from your state's Democratic Party saying you are great; and then they will sign off in 4-6 months.
If you use a Christmas or Chanuka stamp, your app will probably get "lost" in the mail. Maybe even the Agency's internal mail. They'll cash your check, just lose the app and require a new filing from Step 1!

If ATF is going to even try to look like they're following the rules, there should be nothing from them for quite some time--months at least. They're required to consider and respond to comments on their proposal before publishing a final rule, and even if they disregard all the comments and adopt the rule as proposed it will take quite some time to address the comments.

Not quite months, it could be as soon as a couple weeks at the soonest and a month or 2 means they are dragging their feet.

They are only required to read and consider, they don't have to address any of the comments(I have been on that side of a proposal before and just gotta read a selection not even all of the comments).

The proposed rules have some known flaws or gaps in them (e.g., how to handle a change in responsible persons after approval/transfer). The notice even asked for suggestions of how this should be handled. The comments have pointed out several other flaws that make them unworkable as proposed. To enact them as-is is just inviting a successful challenge. If they want to go this direction, but fix these issues first, it would seem they would have to republish the new proposal for another comment period.

It would also be easy for them to do nothing for quite some time, as they have for several years after expressing an intent to "fix" the trust "problem."

While the trust "loophole" is gun control, I would bet it hardly rates the amount of attention an outright ban gets from them. That's all I meant.

Agreed, there are many flaws in it and they know it, I can see another proposal being presented for another round of commenting.

If they just push it through they are looking at more lawsuits than they will be if anything is done with this.

Alot wil depend on the person in the oval office, if he thinks the scare he gave is enough for this time then it may rest if he is deadset on making our lives more miserable then expect a round 2 pretty quick.

it should be CLEO notification, not signoff.

CLEO has 30 days to file an objection with supporting documentation why the applicant is prohibited by (state/federal) law from posessing an NFA item.
