There has been a time when the F1 applicant didn't have to engrave their name, and address as long as they were simply chopping a barrel for instance on a firearm that was already made. Probably due to the FET tax was already paid on that weapon.
Making from parts however, (*making a silencer for example), did require engraving to comply with the '68 GCA.
I would be very interested in finding out how this was handled pre-'68 altogether. But is off topic. To go a step further, the NFA handbook, is not the final word either. While it is in their authority to interpret existing laws, they don't make the laws so the handbook is nothing more than a guide, rather than the final word.

That is NOT concerning engraving its the descriptors on how to FILL OUT the Form1.
Form1 have always had to engrave their information, NFA laws haven't changed, individual interpretations have.
