Long story short, a replacement warranty silencer transfer is taking way longer than it should have, and the FFL SOT who is doing my transfer forgot to send the Form4 in for 4 months (April) and his FFL/SOT expired in October with my FORM4 still pending.
What is going to happen? Do I have to transfer to a new SOT? He doesn't have any idea.

You do not need an FFL/SOT to do a form 4 xfer in state.
So-
The F4 will get approved, and sent to the dealer. He will then xfer it to you and you will not have to fill out a 4473.
