Sniper Rifle Suppressor

Hi all, it's my first post here. Anyone know why the ability to have suppressor modification keeps on being toggled for some weapons? For instance, the S60B3. There are other weapons but I can't think of them right now. The Q88 and the WA2000 are both weapons that have it, and there hasn't been any issue with them. As for the more.. powerful sniper rifles, it's sometimes on, sometimes off. Thanks.
