If I have the form 1 and a solvent trap, can I legally get a machine shop or anyone else to drill the holes?? I have not found the answer to this specific question on the .gov website.

Only if you are present and maintain 'custody' throughout the process.
If they don't allow you to be present on the Shop Floor, then no.
If you have a buddy come over and do it in your/their garage/home, then yes. No problem with that.
This is the de Jure answer. But practically, what is the likelihood that a Fed Agent would be present to observe anything. And the Shop isn't likely to testify against themself....
And no crime is committed, until a Jury determines that a crime has been committed. This is also a matter of Procedural Law.
