As far as I know the guy on the hood is claiming the guy in the truck stole his sign.

I would have guessed it was some sign placed in a median or public property next to a road which are [AFAIK] fair game and perfectly legal to be picked up. The county pays a guy to drive around a pick them up all day 5 days a week out here.

Every so often when I see one of those nice plastic corrugated signs of decent size on the side of the road I'll pick it up because they make great target backers at the range.

A quick search reveals this story but no pictures of the signs.
